Turkey in Lean Healthcare: Examples and a Vision for the Future

While Turkey’s healthcare transformation over the past two decades has yielded significant gains in terms of access and service volume, it has also created new areas of vulnerability, such as cost pressures, increasing waste, and system complexity. By combining the theoretical legacy of lean thinking with the structural characteristics of Turkey’s healthcare system, this book offers a national-scale framework for thought and action toward “lean healthcare.” Spanning sections from theoretical approaches to maturity models, from a public health perspective to the experience of urban hospitals, and from budgeting processes to digital integration and artificial intelligence applications, the book offers a comprehensive discussion space inviting a redesign of the healthcare system along the value–waste axis.
Structured around four main axes, the framework first establishes a theoretical and systemic foundation for lean healthcare, then addresses clinical and managerial process design, discusses the transformation requirements in the human–culture–leadership dimensions, and finally examines the opportunities and risks of digital health and artificial intelligence integration. Contributions prepared by academics from various disciplines and practitioners with extensive field experience go beyond isolated applications of lean projects, proposing a vision for lean healthcare centered on national policy, organizational governance, and sustainable efficiency.

Türkiye Biyoetik Derneği tarafından düzenlenen "XI. Biyoetik Sempozyumu: Kriz Döneminde Gençlik ve Biyoetik" sempozyumunun bildiri özetleri kitapçığı, 28–29 Kasım 2025 tarihlerinde İzmir Ekonomi Üniversitesi'nde gerçekleştirilen kapsamlı bir akademik buluşmanın verilerini sunmaktadır. B Kitapçık içerisinde, "Algoritmik Gaslighting"den "Tasarım Bebeklere", tıbbi malpraktis kaygılarından Gazze örneğinde tıp etiğinin sınavına kadar geniş bir yelpazede sunulan 46 sözlü ve 4 poster bildirinin özetleri yer almaktadır. "İnsan onuru odaklı bir biyoetik" anlayışını savunan eser, deneyimli akademisyenler ile genç araştırmacılar arasında bir köprü kurmayı ve kriz dönemlerinde sarsılan ahlaki değerlere çözüm önerileri getirmeyi hedeflemektedir.

The field of public policy has undergone continuous evolution as an institutional and systematic response to addressing complex societal challenges. In recent years, behavioral insights have emerged as a prominent approach within this field, offering a novel perspective on policy design by demonstrating that individuals do not always act in fully rational ways in their decision-making processes. This study, which is a revised and refined version of a master’s thesis conducted in the Department of Public Administration at the Graduate School of Çanakkale Onsekiz Mart University, aims to explore how public policies can be designed to be more effective, measurable, and implementable through a behavioral lens.

The study begins by examining the conceptual and theoretical foundations of public policy as a discipline. It then discusses the emergence and evolution of the behavioral approach, highlighting its contributions to the policy-making process. Particular emphasis is placed on how behavioral insights reshape policy design by addressing cognitive limitations, biases, and contextual influences that affect decision-making. Within this framework, the role of behavioral insight units, their operational processes, and relevant international practices are analyzed.

The empirical component of the research investigates the level of public support for behavioral public policies in Turkey. The impact of socioeconomic and demographic variables on this level of support is tested using statistical methods, and the findings are interpreted in light of the existing literature. Accordingly, the study not only provides a comprehensive theoretical framework but also offers an empirically grounded analysis supported by data specific to the Turkish context.

This study aims to provide an analytical framework for the process of bringing Çanakkale's underground resources into the economy through environmentally sensitive methods that prioritize public benefit. The book addresses the relationship between the sector's economic potential and its sustainability performance with a holistic approach. To this end, a comprehensive field research study was conducted based on face-to-face interviews with a total of 30 sector representatives from mining companies, mining and natural gas companies, and occupational health and safety firms, as well as three experts working in relevant public institutions.
